A Decade of CEQA Services for California Maritime Academy

LSA has provided CEQA services to the California Maritime Academy (CMA) for over a decade. CMA is the only maritime-oriented institution of higher education on the West Coast, founded in 1929 to train qualified personnel for the U.S. Merchant Marine. It now offers a wide variety of academic programs ranging from international business and logistics to marine engineering technology. The Master Plan process began in 1999 to fulfill the CSU requirement that each campus have a Master Plan to guide future development. The Master Plan, which was designed to accommodate a growing and diversifying student and staff population, encompasses both the existing 81.75-acre campus and a 6-acre acquisition parcel. LSA prepared an EIR that evaluated the environmental effects of the Master Plan. Subsequent to the adoption of the Master Plan and completion of the Final EIR in the Spring of 2002, LSA prepared the environmental documentation for two projects: a maritime simulation center and a new student housing project.
In 2004 LSA completed both CEQA documents for the projects under an accelerated schedule that was driven by funding deadlines. In 2010, LSA was again contacted by CMA to prepare the CEQA documentation for two new projects: a dining facility and a physical education/aquatics training facility. In August 2012, CMA proposed a new on-campus Police Department to comply with CSU’s requirement for sworn security personnel, and asked LSA to prepare the CEQA documentation. The proposed project was not part of the 2002 Master Plan and, as such, required a Minor Master Plan revision upon completion of the CEQA review. CMA and LSA continue to utilize the Master Plan and EIR as baseline resources as additional projects come on line.
